Abstract

This article presents a reflection on education and the possibilities of the expansion of citizenship and participation, taking into account the conditions under which a public space is being built in Brazil, the reach and limits of the consolidation process of innovative institutional engineering in public management. The empirical data were drawn from a research conducted in four cities in São Paulo State  São Paulo, Santo André, Itu, and Botucatu  with the purpose of examining to what extent and in which ways the participation in the management of education occurs. The results allow assessing the possibilities and impossibilities of implementing innovative dynamics in the relationship between local management and community. Given the diversity of forms of action, it was possible to analyze the role of the different agents in a context where traditional forms of management still coexist with innovative experiences that begin to gain legitimacy under the eyes of the population. The core argument of this reflection sustains that participation is closely linked to the process of decentralization, and it is an essential mechanism to the democratization of public authority. Besides, it constitutes a vital space for the strengthening of an active citizenship and the democratization process of the State action and its institutionalizing practices. The articulating theme has in view the public participation in public management and the qualitative changes in the State/Society relationship, regarded as the reference of a turning point and reinforcement of public policies centered on the expansion of active citizenship.
