This paper aims to explain the public policy of formation of the Municipal Secretary of Education of Campinas (2001-2004) who backed a collective construction of work in the schools, understanding the school as the center of the educational process. Beginning in 2004, schools in this educational network had the possibility of setting up a Working Group within their schools. The constitution of this group aimed to reduce the number of students’ failures and expand the working hours of teachers within the school to encourage the joint reflection about the specificity of literacy. I participated in a Working Group in one school of this educational network in the period of 2004-2005. In this paper I recover, from primary sources, the principles sustained by the Secretary, as well as its efforts to understand some changes made by that Group at said school.
