This essay aims to discuss the political and historical significance of the National Education Plan, specifically the process of dispute surrounding its implementation during the Lula government. Two issues in particular give impetus to our analysis: 1) the maintenance - by the Lula government - of the vetoes of the Project approved by the parliament (Law No. 10,172/01), and 2) the shortfall between the proposed and realized goals at the end of 2010. What are the reasons for the first Workers Party government having retained the vetoes introduced by its predecessor?
