This study analyzes the conceptions involved in the evaluation of higher education faced with the targets presented in the National Education Plan for the period 2001-2010, as instituted by Law 10172/2001, also promulgated under the government of Fernando Henrique Cardoso. In the National Education Plan, an increase in the number of university places can be highlighted as the goal, though without impacting the quality of education. This focus puts a strain on the issue concerning the evaluation of higher education because the government’s assessment system must balance the desired standards of quality and the expansion of supply, backed by the private sector, to the wider public. To intercede in this issue and manage the tensions generated by these factors is a job for the current system of higher education assessment, which should be in harmony with the academic community, embracing everyone in the process and rebuilding itself on the foundations of day-to-day education.
