This article aims to reflect on the challenges that remain for High School education in Brazil after a decade of the National Education Plan. By means of a historical retrospective, the importance is explained of social movements in the construction of plans in the country, highlighting the mobilization of recent decades and the achievement of the mandatory high school level as the final stage of basic education. The article concludes that many of the goals for high school education, which are present in the Plan that is coming to its conclusion, are still valid and should be retained as goals for the next Plan, which is now being formulated.
