This article discusses the educational policy of elementary education for nine-year olds through the discourse of pedagogical coordinators, teachers and principals who work at public schools in a city located within the State of Paraná. Data collection was carried out through semi-structured interviews. The procedure for the treatment of empirical data was inspired by the methodology of Collective Subject Discourse. The participants’ discources demonstrated that ensuring all children have access to compulsory education is a step ahead for our society. However, the implementation of such a policy requires educational systems to have a physical structure with spaces and times suitable for the delivery of an educational process that can meet the unique requirements of nine-year old children in the first year of elementary school.
