This study analyzes nine-year Elementary School as a public educational policy, recognizing mandatory schooling for six- year old children in Elementary School as a means of government. Methodological choices for conducting the study are based on the field of Cultural Studies, from its post-structuralist aspect. A discussion about childhood and schooling is presented, together with both problematization of the discourses circulated in Ministry of Education publications and examination of how knowledge presented by these documents have legitimated educational proposals. The emergence of six-year old schoolchildren in Elementary School occurring through the government of this child population is discussed, in which schooling becomes a mandatory system of teaching and school children become officials.
