The present study analyzes the difficulty of implementing professional education programs in Brazil. A bibliographical and documentary research related to Professional Education was conducted after the implementation of Lei de Diretrizes e Bases as of 1996. We analyzed the specificities of the Professional Educational model implemented by the Federal Network of Professional Education, Science and Technology, and the State Center for Technological Education Paula Souza, an agency of the São Paulo State government. The aim of the study was to provide guidance for implementing public policies for professional education. The results show the number of student dropouts was higher in the model that promotes the exacerbation of duality school. It may be concluded that the interaction between the Technical High School Education and Higher Technical Education may lead to the better training of graduates and higher economic and social status.
