The aim of this study is to present the ideas developed by researchers in the field of education to build a critical conceptual framework of the evaluation policies of Brazilian graduate programs. We selected researchers whose studies analyze the evaluation of graduate policies. Next we conducted a research in the Curriculum Lattes database to catalog and analyze the studies on the theme selected. We discuss the historical course of Brazilian graduate programs, the current evaluation model and impact of its implementation, and finally a critical framework presenting the main ideas of researchers who discuss the evaluation of graduate programs. The results point to the development of three areas of criticism: homogenizing nature of the model, concern with productivity, and other criticisms. We conclude that the evaluation model underwent and still undergoes many changes in the course of its evolution and constructive criticism may help to develop the model.
