The article focuses on educational planning within a historical perspective. The goal is to discuss the economic, social, and political factors that contributed to the development of educational planning as a tool for rational intervention, particularly for education in Latin America in the 1950s and 1960s. First, we discuss some historical events such as the crisis of 1929 and the Second World War as well as the theoretical development of economic planning in the capitalist societies. Furthermore, we discuss the planning theory in capitalist societies in order to identify reasons that have encouraged the use of economic planning in the capitalist society. Second, we discuss the reality of Latin America and the stimuli that international organizations such as the Economic Commission for Latin America and the United Nations Educational, Scientific and Cultural Organization have given to the development of planning logistics. Finally, we present a few characteristics of educational planning that, during its development, were closely related to the intentions of economic development of the Latin American countries because only some sectors of educational planning received attention from the governments
