This article is part of a doctorate research that investigated the expansion policy of elementary education (Brazilian Basic Education). We focused on in-service continuing education offered by the coordinators to first grade teachers from a school in the city of São Carlos. The study also investigated the coordinators’ understanding of some initiatives proposed by Municipal Secretary of Education related to the increase of school years to nine years. Two pedagogical coordinators from two different institutions participated in the study. In order to understand how in-service education occurred, we interviewed the coordinators during the period of implementation of the policy. Based on the interviews and considering that the teachers are committed to the actual needs of students, we concluded that the coordinators were interested in listening to the teachers’ observations in order to allow greater flexibility and teacher participation in the process of change and school decision making of curricular issues.
