Abstract

MARTINS, Fernanda. Managerialism, control and administration of the Portuguese public school: Notes for a critical reflection. Educ. Puc. [online]. 2014, vol.19, n.2, pp.121-132. ISSN 1519-3993.  https://doi.org/10.1590/edpuc19n201405.

In this article we first discuss the introduction of the managerial trends in the field of education. Within this scenario, we have identified components of such tendencies in the Portuguese reality since the 1990s, albeit combined with other principles, particularly the regulation of the school organizations by the authorities. In addition to this analysis, concerning the guidelines for action, we have focused on the plan of action and, within this context, we have tried to understand and reflect upon teachers' perspectives regarding the changes in school management. With this goal in mind, we carried out a set of interviews with teachers in a public school of a secondary education system throughout the 2006/2007 school year. Their testimonies suggest that the school management model is based on principles of effectiveness, efficiency, competition and, still, centrality of the governing body of the school. We state, hypothetically, that from this centrality it will be easier and more practical for the authorities to regulate these organizations.
