Abstract

Based on the specific literature, the objective of this study is to understand how citizenship has been considered in Brazil over time and in the contemporary educational regulations that state that education should enable the exercise of citizenship rights. Therefore, the text is divided into three areas: (a) education and citizenship: historical context; (b) citizenship in a democratic context; and (c) multiple meanings of citizenship and educational regulations; and the final considerations. The discussion points out that contemporary debate has a different understanding of the term, which directly affects education for the exercise of citizenship rights as prescribed by law.
