The results of this article are from two studies, a national one and one conducted in the mid-western region, which were funded by the National Council for Scientific and Technological Development. The impact of emergency teacher training policies is the study object. These policies are developed by the Office for Faculty Development of Higher Education through the National Plan for Teacher Training in Basic Education (Law no 6.755/2009). Strategic planning for teacher training in the state and district education systems are designed and implemented by the Permanent Forum for the support of inservice teacher training. In this article, we review the main studies focused on the Second Undergraduate Degree in Dancing in a continuing education program offered by the Federal Institute of Education, Science and Technology at the Brasilia Campus. The objective was to evaluate the course by the application of questionnaires to year-2013 graduates. The investigation method is the dialectical and historical materialism; the approach is qualitative, in the form of participatory research and comparative analysis of data from two studies with the same object: the official study conducted by the Department of Education from the Federal District, and one organized by the National Association for Training of Education Professionals. The results showed that the official investigation is optimistic about the excellence of the course - accepted citizenship - and the unofficial one detected weaknesses that reveal denied citizenship to participant teachers.
