This article is intended to discuss educational policy proposals for the Brazilian youth, especially related tothe expansion of professional education that can be noticed in the National Education Plan (2014-2024)and in the current high school reform, based on theoretical analyzes in the a field of historical and dialecticalmaterialism with a Marxist basis, in the light of the State’s analytical categories, based on Engels and Mészáros,on the relation between work and education, according to Saviani, and on social class based on Marx andMészáros. It is understood that professional education, based on the analysis of the adopted educationallegislation and policies, presents complex problems in relation to the role of the State in terms of supply andquality, as well as perpetuating the historical dualism in education, offering practical training for youngpeople of the working class and provides a broader education for young people of the ruling classes. Inorder to justify these hypotheses, a documental research was performed, using Law 13415/2017 of the highschool reform and the National Education Plan (2014-2024), as well as literature review from authors suchas Frigotto, Krawczyk, Adrião and Pinto, Bezerra and Araújo, among others, that contribute to the reflectionsand contextualizations about the relation between education, State, society and market.
