This article discusses the main High School laws in the 21st century in Brazil, giving priority to laws and public policies that focus Full-time Education with view at increasing educational quality. The Innovative High School Program) created by Ordinance no. 971 in 2009, within the framework of the implementation of actions geared to the Education Development Program encouraged the creation of the Innovative High School by the Rio de Janeiro State Department of Education. The latter was our study object. The investigation is of a qualitative nature based on document analyses; it covers the Innovative High School Program guiding documents and the Innovative High School’s legal norms. The theoretical references used were: Amaral and Oliveira, Cavaliere, Cury, Dourado and Oliveira, Coelho and Hora among other authors who contributed to the understanding of the quality of education and high school education. With such references’ background, an empirical investigation was conducted with school principals in a public school in the metropolitan region of Rio de Janeiro State. The survey’s outcome indicates qualitative gains in essential factors such as school management, teaching and student conditions and the improvement of the physical structure and pedagogical resources. However, challenges were also pointed out in connection with the implementation of this policy in the State of Rio de Janeiro such as the financial crisis that hit the State of Rio de Janeiro in 2016 causing a discontinuation of the original project.
