This paper addresses the background of the different changes that occurred in the Brazilian secondary school with a discussion on the current educational reform, starting with Law n°13,415 of 02/16/2017 and the Common National Curricular Basis. The paper’s topic was thought based on the question: are the secondary school changes sufficient to qualify education at least at this level? The hypothesis is that there is no Reform that qualifies one level of education without taking into account correlation with the other levels, in this case primary school and higher education. The method adopted was based on literature review and documental survey, especially the examination of the legislation concerning Secondary School but also on qualitative investigation regarding a number of authors’ opinion on the matter. The uniqueness of this essay stems from the need to think of a broad Educational Reform that is not limited by one level of education. As a result, it is argued that the proposal of Secondary School Reform according to Law N°13,415, dated 02/16/2017, does not offer the possibility of qualifying the Secondary School because it disregards the other levels of education, and, in addition, it interferes with the entrance exam structure of state, confessional and private universities, thereby adjusting those exams to their competence and abilities; it changes the understanding regarding teacher’s education and lastly, the partnership transparency between teaching systems, teaching institutions and distant learning.
