The article objective was to understand aspects of high school in Rio Grande do Sul, Santa Catarina and Paraná (Brazil). The discussion was based on educational indicators associated with social quality, especially the kind of registration and teachers’ work. The review reveals a context far from the goals 3, 17 and 18 proposed in the National Education Plan (2014-2024) and evidences the challenges in the three Brazilian States related to the universalization of access and working conditions of high school teachers. The review suggests that the problem of high school social quality will not be solved with the curricular flexibilization proposal of law 13,415/2017. Social quality claims, besides a curriculum change aiming at integral education, the universalization of access, especially for 15 to 17 years youth, and the transformation of teaching in a socially attractive profession. There are dimensions neglected in the three States of southern Brazil, prominent in the States education plans (2015-2024) and underestimated by the reform advocates.
