Secondary school was the subject of intense debate due to the edition of the Provisional Measure 746 of 2016, that instituted the “Policy to Promote the Implementation of Full-Time Secondary School”. Even under the protests of Brazilian students and educators who opposed such a reform without the necessary consultation of society, the Provisional Measure No. 746 was approved on February 16, 2017 and was then turned into Bill 13,415. To contribute to this discussion, this article aims to analyze the most striking changes in Bill 13,415 for the organization of secondary education and discuss the perspectives and challenges for its implementation, considering what is proposed in the Development Policy that is part of the Bill. As a methodological approach, a documentary analysis was carried out, using as main sources the Bill 13,415, PM No. 746, and Ordinance No. 1,145, dated September 22, 2016, which establishes the Program to Promote the Implementation of Full-Time Schools. After the analysis, we conclude that it is questionable whether this reform will promote the necessary conditions to provide all secondary school students with full-time school, since it does not consider the effective conditions of youngsters to make their choices in terms of the aspects made flexible by Bill 13,415, it does not guarantee the necessary resources to universalize full-time schools, and thus it may in fact lead to the deepening of the inequalities that historically mark Brazilian education.
