This work is part of the field of Deaf Studies and Ethnic-Racial Relations, conducting an intersectional discussion between deafness and race and aiming to analyze the enrollment of black deaf students in undergraduate courses in federal institutions of higher education. The quantitative methodological approach included a microdata analysis from the Higher Education Census regarding enrollments of black deaf students in courses of Letras Libras and in other undergraduate courses in federal institutions of higher education, with a time frame between 2009 and 2016. The data were systematized using the Statistical Package for the Social Sciences. The creation of the undergraduate course in Letras Libras, in the distance learning modality, in 2006, is presented as the main factor of the significant increase in the number of deaf students enrolled in higher education in the period. The situation of black deaf, however, does not follow this upward curve. Although deaf black people constitute 50.06% of the deaf population, between 2009 and 2013 there was a significant decrease in enrollment of this group in undergraduate courses. Since then, with the approval of the Racial Quotas Law in higher education in 2012, year after year there has been a significant increase in the number of vacancies occupied by the black deaf community in various undergraduate courses. This fact signals the importance of affirmative actions that contemplate the intersectionality between the racial issue and the linguistic difference that distinguishes the identities of deaf black people.
