This article aims to identify participation in the context of interrelationships between the National Program of Education in Agrarian Reform and rural social movements, in order to analyze the role of participatory management in the selection and implementation of projects developed in this process, based on the premises and social demands of the countryside in the context of the struggles of social movements, mediated by a policy of the State of Pará. The methodology is designed as an exploratory study with a qualitative approach, using as methodological procedures: (a) observation; (b) field diary, and (c) survey. Fieldwork was carried out at meetings of social movements and at the Regional Council for Agrarian Reform of the State of Pará. In the results, two dimensions are highlighted that are articulated with Participatory Management. The first is articulated with the bottom-up formulation, in which it was found that the projects of courses implemented in the Program are part of the direct interventions of social movements that participate, from the elaboration to the follow-up, with Movimento dos Trabalhadores Rurais Sem Terra as the most active participant. The second refers to the guarantee of rights which the participating subjects start to demonstrate, in the last three years, multiple difficulties in carrying out the planning of course proposals, with a drop in the transfer of resources and modification of the governmental agenda.
