Abstract

The paper analyzes the political-legislative history, in the city of Campo Grande, capital of the state of Mato Grosso do Sul, of the Program of the Movement “School without Party”. In Campo Grande, Law No. 8,242/2016 approved the Program of the Movement “School without Party”. The study included, besides literature review, the federal and municipal educational legislation and some material produced both by the press and by social movements. Law No. 8.242/2016 was approved as a matter of special urgency by the City Council. The fact triggered a high degree of social mobilization, both towards the rejection of the Law and its legitimacy. The legal process is currently suspended, as the head of the Executive Council has vetoed the Law. Such an outcome, however, does not mean that the Program of the Movement “School without Party” is not being disputed in the correlation of social forces in the municipality.
