The objective of this study is to examine the Brazilian educational planning, especially the National Plan of Education (2014-2024), regarding the limitations that are presented to its concretion, in front of the recent approval of the Constitutional Amendment n.º 95 of 2016. The methodology used was documentary research conducted through survey of documents originating from the federal government, analyzed based on the literature that approaches the studied subject. It is noticed that, historically, educational planning in Brazil is marked by intermittent political-economic order. The approval of Constitutional Amendment n.º 95/2016 reveals obstacles to the achievement of the goals and strategies of the 10-year education plans, with a view to reducing public investment, in general, in social rights and, more specifically, in education.
