In this paper we investigate the educational policy of the State of São Paulo in the 2011-2014 administration, focusing on the São Paulo Educational Commitment Program (PECSP), verifying if there was a deepening of the managerialist vision that has guided the management of São Paulo education since the mid-1990s. To this end, a documentary study and bibliography survey related to the theme were carried out. Antonio Gramsci’s concept of integral State and the analysis of public policies guided the examination of the formulation process and the content of educational policy. We note that there was an intensification of the implementation of management in São Paulo education, which is expressed in the participation of private institutions linked to capital in the design of a set of measures, which were configuring forms of system and school management that require the school principal to align increasing to official policies and mechanisms for controlling teaching and management work that hinder the effective participation of the Community and distance themselves from the constitutional principle of democratic management.
