This article titled “The educational policy and the teaching in question”, analyses educational policies; the relation between educational system and schools and the contribution of international institutions to organization and management of Education in Mozambique. For this discussion it is assumed that educational policies reflect the intention and the government actions in the context of education and the schools are taken as the center for realization of the educational policies. Thus the schools turn into the convergence point between the educational system and the pedagogical practices. A study of the relationship between schools and systems of education allow us to understand the schools’ functioning as political and educational institution and the national system of education which express politically the State’s intention. It is understood that discussing educational policies mean to address educational reforms contained in the legal documents which imply a reorganization of the diverse learning levels, the curriculum, the policy and the schools, and the improvement of the learning quality. The article analyses also the impact of international institutions such as World Bank in the definition and implementation of the educational policies and its funding in the educational sector in Mozambique.
