Abstract

The text inspires a discussion about policies for assessment and regulation of educational quality, prioritizing external evaluations as a mechanism for quality regulation in Brazilian basic education. Taking into consideration the persons against whom they are applied, it aims to analyze the elements and processes of the profile currently undertaken by external evaluations in elementary education and early childhood education. Through a critical perspective and based on document review and on investigations’ results on quality indicators and also based on assessment, responsibility and accountability policies in school education, it stresses the tensions and contradictions of the models already implemented or yet-to-be implemented in these two stages. Without losing sight of the applying party, it points out discrepancies in conditions for learning improvement when analyzing ongoing quality regulation models in basic education.
