Abstract

The study investigates the implementation of competency management from the viewpoint of the Federal Institute of Brasília's servers, relating the conceptions of the model with the practice of these. Initially, there are general aspects related to Public Management, Management by Competencies and what is happening in the public sector. Next, the challenges to the implementation of this management approach in legal systems in Brazil are clarified. The research is of qualitative essence, uses semi-structured interview and content analysis, combining empirical information and references on the subject. It analyzes aspects such as the awareness of the servers, the necessary untying of the management by competences of the evaluation by competences, the bureaucratic model itself and its dysfunctions. The results show that as important as the development of the competency management model is the strategic positioning of organizations, as well as organizational learning; That it is a misconception to believe that only training and training programs lead to the development of skills; That management by competencies requires a transformed organization with a corporate identity that faces the new external and internal challenges. The path that IFB should adopt to implement Competency Management, based on the research, is to follow models adopted by institutions that have presented satisfactory results, in addition to studying and respecting the organizational environment of the IFB.
