This article aims to provide an insight into how the internationalization process is taking place in stricto sensu postgraduate studies in Brazil since the 1990s, when it is being used as an indicator of the quality of postgraduate programs offering PhD courses, for the national policy of postgraduate quality assurance, through the Triennial Evaluation of Graduate Programs, carried out by CAPES. To this end, it is based on a qualitative and exploratory research, which used as methodological procedures the literature review, documentary analysis, content analysis and prioritized three levels: the international, in the context of globalization of the 1980s, the national , through the national policy of quality assurance and the individual, in the level of the international collaborative actions carried out by the postgraduate programs of law classified with level of international excellence in the CAPES Triennial Evaluation of 2013. The obtained data indicate that The evaluation may be contributing to induce the internationalization process of these programs but it does not evaluate the quality of the actions and activities carried out and that these programs are adopting two complementary internationalization strategies: one aimed at obtaining a prominent position in the international educational market and the other. , facing to achieve common goals and benefits across countries.
