The scope of this paper is the analysis of Professional Education in Ceará, identifying its principles, guidelines, goals, objectives and examining the relationship between worker-student training and the ongoing project for the strengthening of the State Vocational and Technological Education Schools (EEEPs) in Brazil. The relevance of the debate undertaken here is to broaden the critical understanding of such a project in the education of students and in the socio-economic development of the state of Ceará. The research is theoretical and bibliographical in nature, referenced by classic and contemporary authors who based their reflections in the frame of dialectical historical materialism. There was an effort to highlight the dualism established in formal education, increasingly reinforced by the discourse of professional qualification and employability. As a result, it proved the existence of a business logic guiding the policies aimed at the training of workers, as well as the articulation with the demands of the labor market, factors that point to the fragility of such model.
