Abstract

This paper presents a study on rights to learning and development for young children in the context of the Brazilian Common Core State Standards. It tracks the legal frameworks promulgated from 1988 and seeks to answer: What are the theoretical and practical repercussions of rights to learning and development contemplated on experience fields in the Early Childhood Education to rethink being a child in a schooled childhood culture? Data analysis follows the policy cycle approach, indicating a discontinuous path in defense of the right to education for young children in the Brazilian legislation. It highlights the defining influences of rights to learning and development and situates in which dimension they are or are not contemplated. The conclusions point out, as an escape for childhood experiences, the six actions established in curricular policy for rights to learning and development to be effective in the context of the Early Childhood Education: living, playing, participating, exploring, expressing and knowing oneself.
