This study analyzes how the Rio Grande do Sul State Department of Education (known in Brazil by the acronym Seduc-RS) managed the appropriation of Digital Information and Communication Technologies (DICT) by high school teachers and students between 2020 and 2022. In a context marked by changes in Secondary Education and the Covid-19 pandemic, a thematic analysis of 93 news items on the Seduc-RS website was carried out between 2020 and 2022, in order to identify the actors involved in the implementation of DICT and the possibilities of their appropriation by school communities. It was observed that the state administration of education favored business groups instead of school community subjects, causing private appropriation of public spaces. Considering the ongoing process, such distance education and privatization may become permanent in state High Schools.
