Abstract

The BNCC construction process was marked by a scenario of political instability and clashes between countless actors involved in its elaboration. On the occasion, two groups were formed, one positioning itself in favor and the other opposing the elaboration of the Base. In this sense, the aim of this study is to understand the main arguments that support the two positions based on the concepts of belief systems and defense coalitions by Paul Sabatier. To this end, we analyzed two documents published by two entities that each represent a coalition. Although they start from common concepts, such as the right to education, learning inequality, homogenization of teaching and educational quality, coalitions take different positions, which brings more questions than clarifications about the understanding of these concepts.
