This work aims to discuss the Maria Cecilia Souto Vidigal Foundation, analyzing its conceptions of state, civil society and early childhood education. As methodological procedures for the data construction, we have opted for Avellar e Ball's (2017) Network Ethnography approach, and the analysis of the documents are based on the contributions of Fairclough (2001) Critical Discourse. The analysis indicates that there is a transnational movement in relation to educational policies and that the concepts disseminated by the referred Foundation are matched with those defended by the Third Way theorists, revealing the emergence of the so-called "social enterprises", composing the "new philanthropy".
