This article presents the main determinations of the State Education Systems in Southern Brazil, implemented in 2020, revealing to what extent they comply with the legal precepts of democratic management in public schools and what their implications are for the governance of the education system. As a methodological procedure, the study adopted: a literature review and analysis of laws relevant to the subject; a survey of regulations adopted by the Departments of Education in Southern Brazil; and documentary research. It was identified that the resolutions were temporary and indicated a predominant trend of using distance education tools and remote teaching. However, no evidence was found in legal documents of community participation in shaping the actions developed, nor any indicators that these actors were present as an organized society.
