This work aimed to understand how municipal management translates guidelines of the Multifunctional Resource Rooms Implementation Program. Taking as reference the method of analysis of the policy cycle and the theory of political action, proposed by S. J. Ball and collaborators, a case study was carried out in two Brazilian municipalities. With data gathered from interviews with local managers, in addition to direct observations and documentary analyzes, it was identified that, although some strategies of translation of the policy present themselves in a similar way, the macro coverage policies have different unfolding in different realities as well. This makes flexibility necessary in the translation process of the policies and highlights the need to take into account the characteristics of the field of translation when proposing a public policy.
