The aim of this work is to analyze the guidelines and propositions emanation from the political-educational relations between Brazil and OCDE, and the implications on the conception of the Educational Evaluation Systems on the competences and skills policy aegis. Document analysis conducted the research on the critical-dialectic perspective. Since the 2000s, political-educational relations between Brazil and OCDE have enlarged. There is an active consent by the Brazilian government regarding to the implementation of the evaluation of the Educational system, which could answer to the competences and skills policy defended by the International Organization. The results point to similarities and contradictions among what OCDE documents preach and the policies for Basic Education evaluation developed in the country.
