This article addresses the impacts of the consolidation of the One Computer Per Student Program (PROUCA) for digital inclusion, through the pedagogical use of portable computers and educational laptops. Focusing on the recent developments of this program, a hermeneutic research is carried out in doctoral dissertations of the area of ​​Education, in the database of the Brazilian Digital Library of Theses and Dissertations, produced in the period from 2012 to 2016 in public universities. In this perspective, the doctoral dissertations show the problems and the precariousness concerning the validation of PROUCA as a public education policy, identifying that the distribution of resources to qualify digital accessibility is not enough, and other human efforts are necessary to promote knowledge, evaluation and the social integration of these cultural instruments in different pedagogical contexts, with challenges to the dialogue between education professionals, overcoming the instrumental hegemony of teaching machines.
