The paper aims to discuss the concepts of intervention and regulation, reviewing, initially, their historical and theoretical roots in order to contribute to the debate in the academic field of public education policies. It explores the meaning of these concepts from the liberal (and neo-liberal) perspectives and that of the welfare State, relating them to the historical context in which they were produced. It argues that regulation is functional to the regime of capitalist accumulation and also carries on a critical discussion on the notions of regulation and reproduction. Finally, it suggests that regulation in the educational field stems from specific struggles, making it a contradictory process.
