Abstract

The diffusionist emphasis which has predominated in the theories, policies and practices concerning digital inclusion has mostly focused on initiatives generally geared towards expanding access to computers and digital technologies to the population. This article synthesizes and problematizes the key elements to such an approach, given its limited coverage of the complex phenomenon within the Brazilian problematic. It also proposes a new theoretical perspective based on the theories of Pierre Rabardel. The authors describe and analyze the key processes of experiences of digital inclusion which make up various phases of teaching: the levels of digital knowledge and its expansion. The proposed theoretical perspective also indicates a systemic view of the process of digital inclusion unfolding into six principles of sustainability and also puts forward directives for the multiplication of practices and programs of digital inclusion in Brazil.
