Abstract

These are partial results of network research investigating the "Management of Educational Policies in Brazil and its mechanisms of centralization and decentralization: Challenges of the Coordinated Action Plan (PAR)". This study is aimed at understanding how PAR helps enrich educational indices. Using a qualitative approach, interviews were conducted with specialists and education secretaries of four municipalities in northern Minas Gerais, and visits were made to monitor their actions. Research results show improvement in the structure and operation of schools, although the quality of education has not improved. MEC's delay in examining proposals and releasing resources obstructs the accomplishment of actions in these municipalities.
