Abstract

The National Education Plan: PNE 2014-2024 predicts, as Goal 11, to triple enrollment in technical secondary education and that at least 50% of the expansion of the offer will be in the public segment. However, in addition to the original proposal of the plan to provide for the doubling of enrollments in the period, the year 2013, established as PNE Baseline, showed a significant increase in enrollments due to the National Program of Access to Technical Education and Employment -Pronatec, which caused a 76% increase between the proposed target and the target approved. On the other hand, The present paper analyzes the context of definition of goal 11 by the National Congress, and the position presented by the MEC regarding the amendment made by Parliament
