The Federal Institutes have been facing a conflictual process in building its new institutionalities, being the stage of a constant tension between the secular vocational school identity, represented by technical training offer to the working class, and the will of university, represented by a defense of a supply directed for higher education and by a trial implementation of a research model based on the university experience. In order to understand this tension, this article brings an historical approach of this process.
