Abstract

The paper analyzes aspects of financial resources management for education in five municipalities in Ceará - Canindé, Fortaleza, Limoeiro do Norte, Maracanaú and Sobral - through a multiple case study and semi-structured interviews with municipal education secretaries. Results show that four municipalities use more than 75% of Fundeb's value for the payment of education professionals, and Sobral invests 60.13%. All of them receive legal transfers, defined in federal law and executed by the FNDE, three have programs for transferring resources to schools in their network and all five claim that the resources are not sufficient to supply their demands.
