Abstract

The investigation aimed to identify and analyze indicative of social policies in speeches made by the President of the Republic in the initial period of the pandemic in Brazil. The problems are: what are the duties of a president in the face of the pandemic caused by COVID-19? Do the speeches of the president of Brazil demonstrate which typology(ies) of public policies? In methodological terms, there were used official speeches by the President of the Republic of Brazil, legislation and reports from Brazilian and worldwide media. The results demonstrate that the managerial State and contempt for science contribute to the spread of the pandemic and the high number of deaths in Brazil. Education was hampered.
