The study analyzed the selection mechanisms for principals in a city in the metropolitan region of Rio de Janeiro State through the requirements that underpin the choice of managers at an Integrated Center for Public Education (Ciep), in the period from 2013 to 2018. Being qualitative in nature, the research used legislation for data collection and the results showed that although policy tools determine the choice of managers by public consultation in the school community, political and party-related determination prevails as the main tool to select school principals, legitimized by discretionary acts of high-ranking bureaucrats.
