Abstract

This article discusses the participation of the school community in the process of selecting public school principals as a presupposition of a democratic school. The alteration of the educational policy agenda of the state of Rio de Janeiro (RJ), restructured from the secondary students’ movement in 2016, constitutes an object of study. The analysis assumes as a starting point the promulgation of State Law No. 7.299 (ALERJ, 2016) that disciplines the selection of school directors in the state in crossing with other legislations that indicate such procedure. The cycle of policies (BALL, 1994) constitutes a theoretical- methodological reference in the dialogue with Mouffe (2005, 2015) and Mouffe and Errejón (2016) that analyze the practice of democratic politics and Amaral (2016, 2018) and Lima (2018) that discuss the democratic participation in schools and assumes the participation of the community as a constituent element of such political option. We believe that if the secondary students movement promotes the redesign of politics in the state of RJ, there is recognition of these social actors as demanders of public policies, and that consolidated legal texts have been constituted as elements of force in the process of reordering the agenda of politics educational.
