ASSIS, Liliana Cotinho de  e  DIAS, Lucimar Rosa. Political-normative references for compliance with the articles 26-A and 79-B of the law of guidelines and bases: a guidance for racial equality in schools. J. Pol. Educ-s [online]. 2019, vol.13, e61468.  Epub 18-Jul-2022. ISSN 1981-1969.  https://doi.org/10.5380/jpe.v13i0.61468.

This article deals with results from a research that had as objective the constitution of political-normative referents for monitoring and evaluating the implementation of the Law of Guidelines and Bases of Education - LDB (Articles 26-A and 79-B). The organization of these referents had three phases: the first consisted in the selection of legal norms that govern antiracist education, namely: Federal Constitution of 1988, Law of Guidelines and Bases of Education (Laws 10.639 of 2003 and 11.645 of 2008), Statute of the Child and Adolescent, Opinion No. 04 of 2004 of the National Education Council - CNE and Resolution n. 01 of 2004/CNE. In the second phase, the legal orientations were systematized in institutional attitudinal standards that we are calling referents and the third phase was experimentation of these referents in schools in the city of Curitiba in order to test their applicability in the accompaniment of an antiracist education. By analyzing the data obtained it was possible to establish standards for schools in relation to their level of effectiveness of antiracist norms. With this, it can be concluded that political-normative referents can be used as an important instrument for evaluating the implementation of antiracist norms by the schools themselves, by the Public Ministry and the Black Movement, that is, by the different social actors that must accompany, demand and/or to monitor compliance with Brazilian legislation that provides for racial equality education.
