Resumen

The article discusses the transfer of State non-exclusive services to the non-state public sector provided by Constitutional Amendment 19/1998 and the Plano Diretor de Reforma do Aparelho do Estado. To deepen the debate from a concrete case, the study focused on the partnerships established between the Distrito Federal and the Civil Society Organizations for the provision of educational services to students between 0 and 5 years old. As a methodological course, we did a documentary analysis, focusing on the legal frameworks that govern the transfer of non-exclusive services, in the enrollment flow in Infant Education between 2012 to 2017, conducting comparative studies between enrollments in the official system and in social organizations. We also analyzed the expenditures for the promotion of the associated institutions, comparing them with the amounts invested in the Official Educational System. As a result of the study, it was evidenced the expansion of enrollments for students of Early Childhood Education in Civil Society Organizations (CSOs), pointing to the transfer of State non-exclusive services as a political option adopted for the educational service in this stage of Basic Education, especially in kindergarten (0 to 3 years). It was also possible to verify the amounts increase invested by the Distrito Federal with the promotion to the CSO, face to reducing investment at Official Educational System.
