Abstract

With the aim of identifying the principles and conceptions that guided the elaboration, execution and follow up of the educational policies in front of the constitution of the public education system, this article seeks to analyze the process of implantation of the collaboration system established between the municipality of Rio Branco and the Government of the State of Acre, in the period between 2005 to 2012. The study is structured from bibliographical and documentary research. For the construction and characterization of the public policy analysis, the policy cycle developed by Ball in the 1990s presented by Mainardes (2006) was used, especially the context of influence that seeks to identify and understand the ideas and factors that guide the construction of policies and the production context of the text that seeks to analyze the way in which politics is conforming, which were used as a reference to demonstrate how the policy of collaboration regime was constructed and rebuilt amid the changes in the political landscape of Brazil, Acre and Rio Branco. As one of the results of the study is explicit the implementation of the collaboration regime was structured in institutionalized intergovernmental relations based on the dependence of the Municipality on the State, reproducing a national model.
