The purpose of this article is to analyze the ways of delimitation of knowledge object in scientific production at educational policy academic field. It is an investigation that is based on the study of theses and dissertations abstracts, produced from 2000 to 2010 in Education postgraduate programs in Brazil. From the total of 1,283 researches in educational policy field, 149 works that deal with plans, programs and projects were analyzed. The study allows us to conclude that the educational policy guides the research agenda in postgraduate studies and that the actions fragmentation at public sector has a direct repercussion on the knowledge production in the area.
